AI Chatbots Deliver ‘Misleading and Partial’ Voting Advice, Claims Netherlands Regulator
AI chatbots have been shown to be “unreliable and clearly biased” when providing election recommendations, the Netherlands’ data watchdog has stated, raising alarms about a possible risk to democracy just over a week before national elections.
Testing Reveals Consistent Bias in AI Suggestions
The quartet of AI assistants tested by the authority “frequently recommend identical two parties”, regardless of the voter’s inquiry or input, the watchdog explained in a report published ahead of the late October vote.
In more than half of the cases, the chatbot suggested either the right-wing PVV of Geert Wilders or the progressive GroenLinks-PvdA headed by the former European Commission vice-president Frans Timmermans.
Certain groups, such as the centre-right CDA, “are almost never mentioned”, even when the voter’s query exactly matches the stances of these parties, the study pointed out.
Authority Figure Cautions Against Relying on AI Assistants for Voting Guidance
The vice-chair of the data protection agency, Monique Verdier, stated that while chatbots may seem like clever tools, “for election guidance, they repeatedly fall short”. Citizens were being steered toward a party that might not correspond to their ideological beliefs, she added.
“This directly impacts a fundamental pillar of democracy: the integrity of free and fair elections,” Verdier stated. “We thus caution against using AI chatbots for election recommendations, as their functioning is opaque and difficult to verify.”
Election Context and Party Dynamics
Netherlands citizens vote on 29 October in an electoral contest that will be keenly observed around Europe for the performance of the PVV.
The right-leaning group of Geert Wilders is leading the polls but the gap to the GroenLinks-PvdA and CDA appears to be narrowing, with numerous electors yet to make up their minds.
Every significant political faction have rejected a coalition with the PVV, implying the party that comes second is most likely to supply the future head of government.
Inadvertent Prejudice Linked to AI Operation
The AP emphasised that the bots were not deliberately biased, and that their “noted flaws” are a result of the way AI chatbots operate.
